莫纪宏，男，1965年5月21日生，汉族，江苏靖江市人，法学博士。现为中国社会科学院国际法研究所所长、研究员，中国社会科学院研究生院教授、博士生和硕士生导师，中国社会科学院大学特聘教授。专业方向为宪法学、立法学、行政法学和国际人权法学。重点研究领域是宪法哲学、依宪治国理论、宪法监督制度与合宪性审查理论、基本人权理论、国际人权法实施机制、紧急状态制度、国家安全与公共安全理论等。
